Metropolitan Transportation Plan (MTP)
The MTP is a 25 year long-range plan and the basic framework for the region’s transportation planning. The plan identifies the transportation needs of the community over the next 25 years, establishes priorities for funding those improvements, and charts a course for meeting the community’s vision.

Transportation Improvement Program (TIP)
The TIP is a four year plan that summarizes anticipated transportation projects throughout Victoria County that have secured funding. The TIP is updated every two years and then submitted to the Texas Department of Transportation (TxDOT) as a part of the Statewide TIP; federal funds cannot be expended on a project unless it is listed in the TIP.

Unified Planning Work Program (UPWP)
The UPWP is a one year work plan and budget that summarizes the Metropolitan Planning Organization’s (MPO) anticipated tasks and associated costs for each fiscal year. It programs the federal funds the MPO receives every year for planning purposes.

The PPP outlines the tools and time limits used to solicit public involvement for the four major plans completed by the MPO, the:

- Public Participation Plan (PPP)

Annual Performance Expenditure Report (APER)
Annual Performance & Expenditure Report (APER)
The APER is completed at the end of each fiscal year to compare the goals and budgets in the UPWP to what was actually achieved over the year.
Annual Listing of Projects (APL)
The Victoria Metropolitan Planning Organization (MPO or MPO) is required to "develop a listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which funds under 23 United States Code (USC) or 49 USC Chapter 53 were obligated in the preceding program year."
The listing shall "include all federally funded projects authorized or revised to increase obligations in the preceding program year," and "the listing shall be published and otherwise made available."

Fixing America’s Surface Transportation Act Compliance Performance Measures
The Fixing America’s Surface Transportation Act (FAST Act) requires that the MPO, the State, and the Public Transportation Operator(s) cooperatively determine their mutual responsibilities in carrying out the metropolitan planning process.
The Memorandum of Understanding (MOU) is a written agreement between the Victoria Metropolitan Planning Organization (MPO), Texas Department of Transportation (TxDOT), and Golden Crescent Regional Planning Commission (GCRPC), the operator of Victoria Transit, that discusses the cooperative development and transfer of information between each agency.
The Transit Asset Management Safety Performance Measures (TAM) develops and establishes a state of good repair performance targets for GCRPC, the operator of Victoria Transit.
