Officials with the City of Victoria and Realtex Development Corporation, along with other invited officials, pose for a photo at a ribbon-cutting to celebrate the completion of the Enchanted Gardens Apartments at 4601 N. Ben Jordan St. on Oct. 25. The apartments are a public-private partnership between the City’s Housing Finance Corporation and Realtex Development Corporation. The apartments will open to tenants in November and will serve residents who make no more than 60% of Victoria’s area median income.
