Ben Jordan St. The new affordable housing development will offer 168 units for residents who earn up to 60% of Victoria’s median family income. The development is part of the City’s ongoing effort to expand access to entry-level and moderate-income housing in Victoria. The project was primarily financed through bonds issued by the Victoria Housing Finance Corporation and through the Texas Department of Housing and Community Affairs’ noncompetitive 4% housing tax credit program.
